[摘 要]
早在2008年，IBM就提出了“智慧地球”的创想，由此也衍生出了“智慧城市”的概念[1]。我国于2010年开始“智慧城市”的探索，并且迅速的从一线城市推广N-、三线城市，建设“智慧城市”在全国掀起了一波热潮，据统计，全国已经有400多座城市正在开展智慧城市建设[2]。所谓智慧城市，就是遵循以人为本的价值核心理念，充分发挥人的智慧，最终演变为一个创新、高效、安全、和谐的城市系统[3]。社区作为城市必不可少的基本组成单位，在中国的城市化趋势下，随着智慧城市概念的提出“智慧社区”应运而生，从某种程度来说，创建“智慧社区”是实现“智慧地球”的落脚点，己然成为打造“智慧城市”的重要基石[4]。此外，社区作为城市居民必要的生活空间，它的建设直接关乎城市居民生活的方方面面。2016年12月1日，国家民政部主办的智慧社区建设研讨会在北京举行，会议确定由民政部、工业和信息化部共同牵头智慧社区的建设工作，明确指明了智慧社区是社区信息化建设的核心和未来的发展方向[5]。
现代社区不仅需要满足住户对与场所与空间的要求，还应为住户提供高质量的信息化生活服务。传统物业公司面临着：物业服务收费标准偏低、物业成本不断上涨、物业费收缴难提价难、和业主之间的沟通及信息传导相对原始等诸多问题，传统物业公司难以满足业主对服务质量越来越高的要求[6]。
社区是人们生活的主要场所，但是老式社区的通讯、安全、居民信息的收集、处 理及共享等问题都成为阻碍社区服务进一步发展的瓶颈，已远远不能满足人们日益增 长的物质和文化生活需要。因此，智慧社区应运而生[7]。智慧社区是指充分利用物联 网、云计算和移动互联网等新一代信息技术，为居民提供一个安全、便利、舒适的生 活坏境，从而形成基于信息化、智慧化社会服务与管理的新型社区。
智慧社区的建设目的是为社区居民提供安全、舒适、便利的居住环境，实现智能化的生活体验。社区居民在安全居家的同时，除了能获取信息资讯和享受服务之外，还能处理相关业务，所以建设智慧社区是一个复杂并且涉及范围特别广的工作[8]。智慧社区系统作为建设智慧社区的一个关键任务，它承担着智慧社区的全方位信息化的工作，一方面需要利用云计算、嵌入式、移动互联网、大数据等新一代信息技术整合管理、服务和资讯等诸多系统，同时融合构建社区的人文、生活、经济环境，形成基于海量信息和智能处理的智慧社区管理模式[9]。另一方面必须保证社区居民在享受社区服务的同时不会造成经济上的负担和操作上的不便。
与此同时，移动互联网正在蓬勃发展。一方面从智能终端设备的数量来讲，国内移动大数据服务平台TalkingData给出的数据显示，截至2016年12月，我国移动智能终端规模达13．7亿，其中装有Android系统的智能终端约占80．7％[10]。另一方面各种移动互联网产品极大地改变了人民的生活方式。嘀嘀打车改变了人们出行的生活习惯；移动支付的产生更是带动了消费的升级，改变了人们的消费方式。

Abstract:
As early as in 2008, IBM put forward the idea of "intelligent earth", which also derived the concept of "smart city" [1]. China began to explore the "smart city" in 2010, and popularized the N- and three line cities from the first tier cities. The construction of "intelligent city" has set off a wave in the whole country. According to statistics, more than 400 cities in the country have been developing [2] in the construction of intelligent cities. The so-called "intelligent city" is to follow the core concept of the value of people based, give full play to the wisdom of human, and eventually become an innovative, efficient, safe and harmonious city system [3]. As the essential basic unit of the city, the community is in the trend of China's urbanization. With the emergence of "intelligent community" with the concept of Intelligent City, to some extent, the creation of "intelligent community" is the foothold of realizing the "wisdom earth", and has become the important cornerstone of creating "intelligent city" [4]. . In addition, the community as the necessary living space for urban residents, its construction is directly related to all aspects of urban residents' lives. In December 1, 2016, the Symposium on the construction of Intelligent Community sponsored by the Ministry of civil affairs was held in Beijing. The meeting determined the construction work of the intelligent community led by the Ministry of civil affairs, industry and information technology, which clearly indicated that the intelligent community is the core of the community information construction and the future direction of development [5].
The modern community needs not only to meet the requirements of households and places and spaces, but also to provide high quality information services for families. Traditional property companies are faced with many problems, such as low fees for property services, rising property costs, difficult to collect property fees, communication between owners and relatively primitive information transmission, and the traditional property companies are difficult to meet the demand for the higher quality of service to the owners of [6].
Community is the main place for people to live, but the communication, security, the collection, processing and sharing of the information of the residents are the bottlenecks that impede the further development of community services, which are far from meeting the growing needs of the material and cultural life. Therefore, the wisdom community came into being [7]. The intelligent community means to make full use of the new generation of information technology, such as the Internet of things, cloud computing and mobile Internet, to provide a safe, convenient and comfortable living environment for the residents, thus forming a new community based on information and intelligent social services and management.
The purpose of intelligent community construction is to provide safe, comfortable and convenient living environment for community residents and realize intelligent life experience. In addition to access to information and services, community residents can also deal with related services, so the building of a smart community is a complex and wide range of work, [8]. As a key task of building a smart community, the intelligent community system is responsible for the full information work of the intelligent community. On the one hand, it needs to make use of a new generation of information technology, such as cloud computing, embedded, mobile Internet, large data and so on, to integrate the management, service and information systems of the new generation of information technology, as well as to integrate the people of the community. Wen, life and economic environment form [9], a smart community management mode based on massive information and intelligent processing. On the other hand, we must ensure that the community residents enjoy the community services without causing economic burdens and operational inconvenience.
At the same time, the mobile Internet is booming. On the one hand, from the number of intelligent terminal equipment, the data shown by the domestic mobile large data service platform TalkingData shows that as of December 2016, the scale of mobile intelligent terminals in our country reached 1 billion 370 million, of which the intelligent terminals with Android system accounted for about 80.7%[10]. On the other hand, various mobile Internet products have greatly changed the way of life of the people. The taxi driver changed the habits of people's travel, and the emergence of mobile payment promoted the upgrading of consumption and changed the way of consumption.
